The long lines outside the offices of NBI started when NBI announced that their database service provider, Mega Data Corporation had their end of contract last June 30, 2011.
Mega Data left NBI with nothing. Similar reports also said that aside from the devices, Mega Data Corporation also brought the department's database.
The processing of clearance applications resumed on July 4, 2011 using their new Biometric Clearance System. As announced, applicants can go to the following venues:

- Robinsons Otis (Level 2)
- Robinsons Galleria (East Lane, Basement 1)
- Robinsons Metro East Pasig (Level 4)
- Robinsons Cainta (Level 2)
- Quezon City Hall

- Las PiƱas City Hall
As of this writing, NBI is not yet releasing the page for online application. Meanwhile, here is the step by step process of securing clearance from the NBI together with the payment list.

i was wondering why nbi have to make this kind of worse case scenario to the applicants.letting robinson handle this job is a total mess. they can only accommodate as many as 300. and many of those who tried to apply there experience losing the opportunity to apply for nbi clearance as to what i'd experience. if only they let other institutions handle the signing of clearances, it would be much easier for us to have our clearance.
ReplyDeleteWhen contract is expiring, either you enter into negotiated agreement with the existing service provider or you conduct a bidding at least six (6) months before the expiration of the contract. Redefine in the TOR what is favorable to the government. Avoid corruption.

There are no established procedures for the millions of OFWs who need to get or renew clearances that can result to potential opportunity losses for OFWs. From 1,500 clearance releases per day at the National Bureau of Investigation (NBI) outlet on Taft Avenue in 1987, the speed and capacity of the Mega Data Corp. (MDC)’s computerized system eventually grew to 15,000 per day.
Through continued introduction of innovations, the high-tech system, until recently, was already able to service 30,000 applicants per day through various NBI offices and kiosks nationwide.
In a press statement, Mega Data said it has introduced various innovations and improvements which made the NBI database fully secured and the processing of the clearances more speedy and convenient for the applicants.
To illustrate that the system and technology being utilized by MDC were far advanced and world-class, MDC official statement said that it has “introduced the biometrics through the Renewal Card containing the facial and fingerprint characteristic as early as 2004 with no additional cost to the NBI.”
Meanwhile, MDC held that the fact that it has been the contractor of the NBI for three decades already only shows that aside from having the most secure system set at the lowest cost possible, its service based on reliability and dependability has been satisfactory for all the past directors of the NBI and various generations of Filipinos.
“MDC was in contract with the Bureau for the past 30 years only proves that MDC has satisfactorily served the requirements of the Bureau, otherwise the services of the MDC would have been terminated a long time ago,” John Garcia, MDC spokesman, said.
“When MDC was working on the clearance requirements of the NBI, there were no problems or backlogs that occurred, unlike with the present set-up where thousands have been suffering with the very much delayed clearance procedures set in place by the present service provider,” said Garcia.
MDC said that the entry of another provider glaringly violates the procurement law.
“It is unfortunate that when attempts at conducting a new bidding failed, despite three additional extensions given to Mega Data so that services to the public would not be affected, it seems the scenario was being set to allow a third party to come in under the guise of an emergency purchase, to take over the project without bidding.
NBI did not see the money they will lose with the new system. Before June 30, 2011, NBI clearance processing was between 22,000 to 30,000 processed clearances per day. Starting July 4, 2011 (NBI was closed between July 1-3) only less than 9,000 can be processed. In the last NBI Clearance advisory (posted in the NBI website), only 5,500 applicants can be accommodated. Thus, 16,500 to 24,500 applicants will NOT be able to get their clearances. At 115pesos per clearance, this is equivalent to 1,897,500 pesos to 2,817,500 lost daily revenues for NBI. This is approximately 41,745,000 pesos to 61,985,000pesos lost revenues per month. Or more than 500 million pesos lost revenues a year. With SCCI, NBI is paying them at fix amount with an output just about 20% of the capacity of Mega Data. Will SCCI reimburse NBI for the lost revenues of more than 500 million pesos????

ReplyDeleteIt really sucks!!! Change of the old system to new system was done just because they want it changed. They did not think of the service to the Filipino people will be greatly affected. They said it is High Tech, but, the capability of the New system is just less than 20% of the capability of the old system. What was beneficial to the government with regards to this new System? Nothing!!! The government is bound to lose more money (more than 500M a year) for those clerances which can not be processed by the New System. The contractor of the New system will be paid on the same budget of the Old System regardless if they can service all the applicants or not. People started to complain and continue to complain as there is no light at the end of the tunnel as backlogs keep on piling up day by day.

ReplyDeleteNBI did not think of the operational impact of such new system as they probably did not do parallel run tests. Changing the old system must have some tests before you drop the old system. These are the works of geniuses in the "Tuwid na Daan" government. Kailan naman po kaya maayuz ang NBI Clearance na ito? Hangga't nananatili ang kasalukuyang opisyales ng DOJ/NBI, walang kalutasan ang problema sa NBI Clearance....
ReplyDeleteAko, ang tagal na ng application ko. ilan beses na ako nagpabalik-balik. Di pa raw natatapos ng main office ng NBI. Kawawa kami dito sa probinsiya. Pag pumunta naman kami sa Manila, ang laki na ng gastos ko, pipila pa ako ng madaling araw o gabi pa lang para sa kinabukasan.... Sobrang pahirap na ito.... Tama na! Sobra na! Mag-resign na lang kayo kung di ninyo kaya...

ReplyDeleteMusta na kaya Online Application? What are the steps for Online Application? Sa DFA, even if there are online applications, and even if there are many PCs and operators, napila pa rin. Mas lalo na sa NBI coz' we can not compare the many machines and operators of DFA. Solution ng problem sa NBI: damihan ang PCs and operators. Damihan ang satellite offices. Marami na kasi ang aplikante ng NBI Clerance. Kung di dadagdagan ang PCs and operators, mas lalala ang problema kahit ibukas nila ang Online Applications. Me kakayahan ba ang nagpapatakbo ng NBI Clearance. Dapat alam nila kung nag-TIME and MOTION sila sa mga kumukuha ng NBI Clearances.

Spy Bits has received numerous complaints from people exasperated at having to line up for hours just to secure an NBI clearance when the processing used to take only half an hour. Sources disclosed that the problem started when NBI allowed its contract with Mega Data Corp. – which has been efficiently providing the bureau’s computerization services for so many years – to lapse last June 30 allegedly to create an “emergency” that would justify a Negotiated Procurement deal (no public bidding required) with a “favored” entity.
That entity is said to be Strategic and Comprehensive Consultants Inc. (SCCI) that went into a joint venture with Real Time Data Managements Services (RTDMS) for the interim project that has virtually sent back processing to the “mano-mano” system in regional districts and satellite offices, forcing provincial applicants to travel all the way to the Manila main office at great expense. SEC records show that SCCI is majority-owned by a certain Jefferson P. Soriano who, informants revealed, belongs to the same PMA Class ’76 of current NBI director Magtanggol Gatdula – a fact that the director reportedly admits. According to reports, Soriano used to head the PNP Bid and Awards Committee (during the time of Director General Jess Verzosa) and was also implicated in the alleged anomalous purchase of unserviceable rubber boats and outboard motors worth P131 million, and used choppers worth P104.9 million.
The NBI clearance project is pegged at P76 million, and those in the know are wondering how SCCI could engage in a project of this magnitude when it allegedly has no track record and its initial authorized capital stock was only P1.6 million, later increased to P21 million last year (not P100 million as incorrectly stated in the NBI project brief, sources added), with zero revenue in 2009 and a total comprehensive income of P3,025 and only four reported employees as of 2010. The financial records of its partner RTDMS are no better – with a capital deficit of over P2.2 million in 2009 and some P1.4 million in 2010, with equipment worth below P200,000. Worse, SCCI is reportedly not authorized to provide IT services or supply the actual goods/services to run the project such as computers, printers, papers, software and support services.
Sources close to Mega Data Corp. (which initiated improvements in the NBI system such as the use of biometrics and the establishment of satellite offices for efficient processing of clearances nationwide) said the previous provider is prepared to continue processing NBI clearance applications even in the absence of a contract until a bidding is successfully conducted by the NBI or DOJ – but this arrangement would have to be approved first since MDC could not do it unilaterally. In fact, MDC still maintains its systems and facilities in satellite offices and malls and has put its people on standby in case the NBI would require its services.
Meantime, it’s the general public that continues to suffer, with OFWs, job applicants, visa applicants, etc. enduring long lines and sleeping overnight to get their clearances.

Puwede mo kasuhan ang NBI ng Economic sabotage coz' ang impact ng di magkaroon ng NBI clearance ay ang pagkawala ng trabaho. Walang trabaho, walang remittance. ReplyDeleteI went to NBI here in Davao last Sept 19 and until now, wala pa rin ang clearance ko. Its been 11 working days. Ang sabi nila, waiting for feedback pa sila from their Manila office dahil may hit yung pangalan ko. Di ko ma-process ang visa ko dahil dito and I need to leave in November. Sana naman maayos nila ang process. Please lang po, maawa naman kayo sa mga kumukuha ng clearance.

nagrerenew po ng clearance yung friend ko. sabi po ng officer na nagassist sa kanya meron daw po siyang record kaya hindi maipaprocess yung clearance niya. wala naman po siyang alam na kaso niya.wala din naman po siyang kapangalan. nagtataka po siya at natatakot. bakit po ganon?

The people in the NBI are rude!!! They suck big time.
NBI told me to clear my name in a certain court because I got hit and someone with my name committed a crime. They told me that I need to clear my name and make sure that it is not me that committed the crime.
The question is... why do I have to undergo this kind of process? The main reason why I went to NBI is to clear my Name. Isn't it their job to verify each person's record whether it is clean or not?
NBI really sucks. You are one of the reasons why most of the OFW are suffering.

ReplyDeleteI went to NBI Tagaytay Regional - April 13, 2012 Friday. Dala ko old NBI.

Anyway after checking they start to fall-in line in cashier first 30 muna. So far ilan lang ang nakakakuha ng release ng NBI because some of the applicant ay may hit or may kapareha ng pangalan so they told to be back after 2weeks indicated the date of releasing.
by the way yung processing nila ay madali lang:
1. Cashier for Payment
2. Encoding
3. Finger printing and photo capture
4. Release

I'm working in Japan and applied my NBI here in abroad. I filled up an NBI "free form" and let an authorized person do the finger printing then submit it to the Consulate for validation with a payment of 2,425 yen. I thought the Consulate will mail it for me since I filled up a “free form” but I understood it, instead of going back to the Philippines to process it personally, it’s better to pay without questioning.
ReplyDeleteI mailed it to my sister with an authorization to process for me. I told her to submit it to NBI Taft and hoping it will be released in few hours since my NBI in 1997 was released within a day when I applied for it.
I was so happy that my sister got it in few hours after submitting it, BUT to my surprised the NBI personnel asked her to pay an additional P1,500 pesos for the EXPRESS or else my NBI will be released after 2 weeks. She already paid the regular amount which is P115.
She sent my NBI and in a week it arrived. I asked my sister if the personnel gave her the receipt for the express as I saw only the P115 receipt. She told me the personnel did not give any receipt to all the authorized applicants who paid and requested for an express.
This bothered me a lot. They paid without receipt for an additional P1,500? It is even more expensive than renewing a passport! Besides, why do some personnel collect additional P1,500 pesos for the express without issuing receipt. Is the NBI Director aware about this?
For those who want to apply for NBI clearance for you, please let them ask receipt before they pay. I just don’t know at this time where to ask about this situation.

It so disappointing to learn that the issuance of nbi clearance took a month just to release clearances. anung nangyari? last year ai napakabilis naman ah. nakakuhaaq within 15minutes. bakit ngaun sobrang umabot na sa isang buwan? anung silbi ng kinukuha natin na clearance kung d rin lang naman nya naaabot ang deadline? i think to wait for a month is too much..... aabsent ka sa work for a day para lang pumila sa iisang requirement? paanu tau aasenso nyan? ganito nalang ba palagi ang mga government offices? lagi nalang inaabot ng siyamsiyam?
