Muammar Gaddafi Captured near His Hometown at Sirte - (Photo)

Deposed Libyan leader Muammar Gaddafi has been captured near his hometown at Sirte, reports said. According to Reuters, National Transitional Council Abdel Majid said that wounded Gaddafi has been taken by ambulance after being captured. Quoted from the statements of Majid in an interview with Reuters,

"He's captured. He's wounded in both legs ... He's been taken away by ambulance"

Majid also mentioned that the former Libyan leader was trying to flee in a convoy but the Nato warplaces struck and hit four other cars. Aside from Muammar, his cousin and adviser Ahmed Ibrahim was also captured.

Meanwhile, Gadaffi's armed forces head, Abu Bakr Younus Jabr had been killed in the capture.

As reported, people in the capital of Tripoli cheered and screamed for Gaddafi's capture.

"God is Great, God is Great, Gaddafi has been captured."

The Department of Education already suspended preschool, elementary and high school classes [October 12 2011 - Wednesday] in some of the affected areas in Mindanao due to Typhoon Ramon. Quoted from DepEd,

"Siargao and Surigao City now on signal no 2. Classes suspended in kindergarten, elementary and high school. Oct 11, 2011.
Yes school officials have the discretion to suspend classes when necessary even without storm signals. Thank you.

For the college students, CHED is not announcing the suspension of classes. According to their released memo, the college and universities officials have the discretion in further cancellations.

Most of the preschool, elementary, highschool, colleges and universities suspended their classes Tuesday (September 27, 2011) due to the heavy rains, floods and strong winds brought about by Typhoon Pedring in Luzonwide area.

Earlier today, there are students and parents who are asking already if classes will be suspended tomorrow September 28, 2011(Wednesday). DepEd as of the moment is not making any announcement regarding the class suspension. But students can always refer to the guidelines of DepEd and CHED.

Work in government offices are already suspended. Usec.Abigail Valte just announced the suspension of work in all government offices today, Sept. 27, per recommendation of NDRRMC.

Region IVA: Per RD Dino, the entire Region 4A has suspended classes from preschool to HS today.

CALABARZON: Classes from kinder to HS have been suspended in the entire CALABARZON region today, Sept 27.

BATANGAS: Classes in kinder, elem, HS are also suspended in Dasmarinas City, Noveleta and Batangas City today, Sept 27.

OCCIDENTAL MINDORO: No classes in preschool to HS in Occidental Mindoro today due to flooding.

LAGUNA: Classes in preschool to HS are suspended in San Pablo, Laguna.

RIZAL: There will be no classes in the entire Rizal Province from preschool to HS today.

Gov Jonvic Remulla has announced suspension of classes from preschool to HS in the entire Cavite province.

World's Biggest Crocodile Captured 'Lolong' in Agusan - PETA Reaction

Week after the captivation of 'Lolong in Agusan', (considered to be the biggest crocodile captured in the world) and realizing that crocodile has been traumatized after being removed from its original habitat, reactions kept coming in social networking sites most especially from the animal rights group.

The People for the Ethical Treatment of Animals (PETA) through Ashley Fruno said that the officials are just thinking about their "bank balance". In a statement she had with ABS-CBN, Ashley said:

"The physical and mental frustrations of captivity often lead to abnormal, neurotic, and even self-destructive behaviors in animals, called 'zoochosis.' This mental illness is marked in other species by symptoms such as pacing, neck-twisting, head-bobbing, bar-biting, and other repetitive behaviors. When you consider the immense size and power of the crocodile in question, his zoochosis symptoms could prove to be incredibly dangerous for both the staff, visitors and other crocodiles within the enclosure."

Meanwhile, a much bigger crocodile is currently being hunted by villagers of Bunawan, Agusan del Sur.

Typhoon Mina Updates as of 5:00 AM August 26 2011 by PAGASA

Updates: Typhoon Mina has continue its intensity as it slowly moves to Northern Luzon. In the 12th weather bulletin of PAGASA, they said that Mina is located 170 km East of Casiguran, Aurora and has a maximum sustained winds of 50 kph near the center and Gustiness of up to 185 kph.

As predicted, on Saturday morning, Mina will be at 100 km Northeast of Tuguegarao City. On Sunday morning, the typhoon will be at 40 km South Southeast of Basco, Batanes while on Monday morning at 190 km North of Basco, Batanes.

Update: Based on the announcement aired in Umagang Kay Ganda, DepEd suspended classes in Region 2.

Students and parents are asking if there will be a class suspension tomorrow, August 26 2011 in elementary and highschool in affected areas particularly in Northern Luzon due to the heavy rains brought about by Typhoon Mina.

The Department of Education (DepEd) through their Twitter account said that automatic suspension for kindergarten will be imposed if the area is at signal no 1 while an automatic suspension for kinder, elementary and high school if signal no 2 was raised by PAGASA.

Quoted from DepEd,

"Pls be informed that suspension guidelines have been repeatedly announced thru media. In the absence of signals, LGUs may suspend."

Typhoon Mina Update as of August 25, 2011 (5:00 PM)

Update: Typhoon Mina (Nanmadol) has intensified as it continue to threaten Northern Luzon. According to PAGASA, as of 4:00 PM today, Mina's center is located at 360 km East of Casiguran, Aurora. Mina has maximum sustained winds of 140 kph near the center and Gustiness of up to 170 kph.

As predicted by PAGASA, Mina will be 150 km Northeast of Casiguran Aurora on Friday afternoon, 210 km North Northeast of Tuguegarao City or at 110 km Southeast of Basco, Batanes on Saturday afternoon and 160 km North of Basco, Batanes on Sunday afternoon.

Steve Jobs officially resigned as Chief Executive Officer (CEO) of Apple, according to international reports. As posted in Mashable, here is the full copy of his resignation letter sent to the Apple Board of Directors:

To the Apple Board of Directors and the Apple Community:

I have always said if there ever came a day when I could no longer meet my duties and expectations as Apple’s CEO, I would be the first to let you know. Unfortunately, that day has come.

I hereby resign as CEO of Apple. I would like to serve, if the Board sees fit, as Chairman of the Board, director and Apple employee.

As far as my successor goes, I strongly recommend that we execute our succession plan and name Tim Cook as CEO of Apple.

I believe Apple’s brightest and most innovative days are ahead of it. And I look forward to watching and contributing to its success in a new role.

I have made some of the best friends of my life at Apple, and I thank you all for the many years of being able to work alongside you.

Globe Telecom Official Statements on Tonino Lamborghini Fake Accusation Issues

Globe Telecom officially released their statements regarding the accusations of Tonino Lamborghini that that their product is fake and used their name without authorization. In the message they posted on their website, Globe said,

"Globe Telecom obtained authorization to use the name and logo Tonino Lamborghini through an agreement with Primo Mobile, the master franchisor of mobile phone related products for the Italian brand Tonino Lamborghini. Primo Mobile is a Singapore-based company that has a master license agreement with Tonino Lamborghini s.r.l. and is duly authorized to sub-license the use of the Lamborghini logo. The design of the Globe Tattoo Tonino Lamborghini 4G USB sticks was reviewed and approved by Primo Mobile.

Globe Telecom assures the public of its strong adherence and commitment to the highest ethical standards in business and good corporate governance. The company will not engage in any activity that will mislead the public in the course of doing business and serving its customers."

Tonino Lamborghini, an Italian based company of shades and watches accused Globe Telecommunications 'Tonino Lamborghini' Tattoo broadband as fake. As stated on the press release posted and signed by Tonino Lamborghini, the CEO of the company,

"Tonino Lamborghini, an Italy-based company which is the sole lawful owner worldwide of the trademark 'Tonino Lamborghini' wishes to inform its customers that unauthorized people are currently trading online and through Globe stores '4G Tattoo Tonino Lamborghini' broadband stick which is a counterfeited product."

"Tonino Lamborghini s.r.l. has never manufactured or authorized anyone to manufacture such a product, which constitutes therefore a serious trademark infringement," Lamborghini said in the statement, which was posted in the Italy-based company's website and in several blogs.

Moreover the advertising campaign 'Feed your Need for Speed' featuring Marlon Stockinger, first Filipino to win a formula race in Europe, is deceitful and unlawful since it leads to a serious likelihood of confusion between two different and separate brands and businesses that is to say 'Tonino Lamborghini' and 'Automobili Lamborghini,'" he added.

Tonino Lamborghini s.r.l. shall take any legal action to protect the brand."

Globe is not giving their official statements yet regarding the issue.

Meanwhile, Tonino Lamborghini and Automobili Lamborghini are two different companies. Tonino is a luxury brand of watches, shades, among others while Automobili is a company which sells automotive related goods like sports car.

Hayden Kho's Medical License Cancelled or Revoked by PRC

Hayden Kho's medical license was cancelled by the Professional Regulation Commission (PRC). This is after they found out that Hayden was guilty of ethical misconduct being involved in the malicious scandal with Katrina Halili.

July 2011 Nursing Passers Reactions on 'No Mass Oathtaking' this Year

Some of the board exam passers of the July 2011 Nursing Licensure Examination (NLE) went hot-tempered after learning that this year's oathtaking ceremony will not be held in 'mass', unlike those of the previous passers.

A memo was posted by the Board of Nursing that instead of mass oathtaking, they can have their oath along with their registration in respective PRC regional offices. According to them, this is due to the current socio-economic situations facing their families and job scarcity facing the Filipino nurses. Read the full message here.

These statements was supported by Marco Antonio C. Sto. Tomas (one of the Board of Nursing members). He said,

"Consider this as an advisory also to all newly passed nurses. While it would certainly be my/our pleasure to see everyone in a "mass oathtaking ceremony" practical measures need be taken especially during these "trying times of economic difficulty". Individual or group oathtaking can be undertaken through the various PRC Regional Offices on same schedule of registration."

In a poll created by "PRC Board Examination Results fan page", majority of the board exam passers disagreed on the 'no mass oathtaking' rule.

At 11:20 PM dated August 14 2011, the hotel heiress Paris Hilton arrived at Ninoy Aquino International Airport (NAIA) via Emirates Airways flight EK334.

In a tweet that she made after her arrival, she said:

"Mabuhay Philippines! I just arrived, thousands of fans waiting at the airport when I walked in. I feel so welcomed here! Mahal ko kayo! :)"

Paris, who was wearing big shades, yellow blouse and jeans is reported to stay in the Philippines for 5 days not for vacation but for business concerns. Paris will be one of the members in the creative and design team of Azure's Beach Club amenity at the southern part of Manila. As reported, she will also visit the opening of Paris Hilton Handbags and Accessories in SM Megamall on Thursday.

Aside from this, Paris will also meet the President Noynoy Aquino and her friends Manny and Jinkee Pacquiao.

Paris should have been earlier with her appearance with the NAIA 1 lobby, however, a report said that she lost her two iPhones on the flight. Meanwhile, airport authorities are now investigating the incident.

Mideo Cruz, the man behind the controversial art "Poleteismo" in the Cultural Center of the Philippines (CCP) earned negative reactions from Catholic groups this week.

This is after his controversial arts were posted in CCP "Kulo" exhibit which includes a wooden replica of male private parts in front of his face, a crucifix with a hanging and stretched condom, an image of christ with ink tear drops, among others.

University of Sto. Tomas (UST) through Vice Rector Pablo Tiong also criticized the works of Mideo Cruz. Quoted from the statements of Tiong,

"The University as an academic community and as a Catholic institution would also like to express that it is denouncing the sacrilegious or religious offensive art works included in the exhibit and all other artwork of similar nature. Moreover the said sacrilegious or religiously offensive artworks are nothing but a kind of artworks expected and or produced by unprofessional artist"

Karla Henry Stabbed in Mandaluyong City - Miss Earth 2008

Karla Paula Henry, Miss Earth 2008 was stabbed outside the California Garden Square condominium in Mandaluyong City by a drunk tenant at about 3:00 AM August 11, 2011.

According to reports, Karla was brought to St. Lukes Global City for an immediate medication. Good news because according to news, the beauty queen is currently in safe condition.

Meanwhile, the accused tenant is now in the custody of Mandaluyong police.

A magnitude 5.4 earthquake struck Northern provinces in Luzon, Philippines dated August 11, 2011 at about 10:56 AM. According to United States Geological Survey (USGS), the epicenter of the earthquake is located 118 km (73 miles) NNE of Laoag, Luzon; 167 km (103 miles) SSW of Basco, Batan Islands; 229 km (142 miles) NNW of Ilagan, Luzon and 499 km (310 miles) N of MANILA, Philippines.

According to analysis of Philippine Institute of Volcanology and Seismology (PhilVocs), the earthquake was at magnitude 6. In their bulletin, they cited the epicenter at 23 km northwest of Calayan Island.

Philippine Dragon Boat Team - No Heroes Welcome and Should Resign (Philippine Sports Commission)

After the Philippine Dragon Boat Team grabbed 5 golds and 2 silver in the 2011 World Championships at Tampa Bay, Florida, the team who brought pride in the Philippines will not receive heroes welcome and any monetary rewards from the government, Philippine Sports Commission (PSC) said.

The commission added that the team is not a member of National Sports Association (NSA) and Philippine Olympic Committee (POC) and therefore they will not receive any of these treatments.

Aside from these, reports from TV Patrol also said that some members of PH Dragon Boat team were asked to resign or leave since they are old and just using steroids.

Similar reports mentioned that the funds being spent by the team are coming from private sectors and community contributions from Fil-Am citizens abroad.

Karen Flores, the head of the visual arts department of CCP resigned during the University of the Philippines Arts Department forum dated August 10 2011 (Wednesday), reports said. Her resignation was in connection with the controversial exhibit in the Cultural Center of the Philippines which triggered the temper of Christians and several Catholic groups. Since last week, CCP officials are in hot waters after posting artworks of Mideo Cruz (an artist from UST).

In an interview with DZMM, CCP President Raul Sonico said that they did not put pressure on Ms. Flores' decision. He said that she resigned for her own reasons.

A mermaid-like baby was born by an avid fan of a teleserye "Mutya" in Brgy, Matuog-Tuog, Camarines Norte. Unfortunately, reports said that the baby immediately died hours after her birth.

Her mother named Jane Sariba sent the baby to the hospital but didn't make it. ABS-CBN through their report said that the baby had "sirenomelia", a very rare deformity case wherein two legs are fused into one.

Miss Cory Quirino, pageant director of Miss World Philippines 2011 revealed the 25 official candidates this year. CCP Art Exhibit 'Kulo' Closed Due to Threats

Due to threats being received by the artists and CCP officers, the Cultural Center of the Philippines (CCP) closed the art exhibit "Kulo", Tuesday (August 9, 2011).

The controversial artwork photos and sculpture particularly the "Polytheism" of Medeo Cruz (UST) received negative criticisms from Filipino citizens.

Quoted from the statement of CCP,

"Due to numerous emails, text messages and other letters sent to various offficers of the CCP, and to the artists themselves, with an increasing number of threats to persons and property, the members of the Board of the Cultural Center of the Philippines have decided to close down the Main Gallery where the Kulo Exhibit is on display. This decision was made amidst controversy and deliberation by the Board as to what steps are necessary to avoid future similar incidents. The CCP shall continue to act as catalyst for free expression of Filipino artists. It thanks all those who have, in one way or another, contributed to the dialogue about art, and the different ways it affects society today."

Christopher Lao on his Floating Car in Flood Issues (Video)

Christopher Lao's name has recently trended in news and social networking sites. This is after he drove his car in flood "unknowingly" so it floated. Christopher Lao, a University of the Philippines (UP) student received offensive comments and insults on SNS sites specifically in Twitter and Facebook immediately after GMA aired the incident video on news.

Former UP Dean of Law, Marvic Leonen already gave her statements regarding the incident. As quoted, she said:

"You may be amused by the mistakes or misfortunes of others. But this does not entitle you to degrade their entire character or make conclusions about their whole person. Christopher Lao does not deserve the treatment he is getting from others on Facebook and Twitter. And yes, he is from UP College of Law and we are still proud of him"

Howie Severino, Editor-in-Chief of GMA News online also aired his side regarding the issue. In a GMA news article, as quoted,

"Mr. Lao was already victimized by the flood and a lack of warnings. He shouldn't be victimized again. Many of us could have been in his situation. We are urging the public to stop the insults. We regret that our video, which was meant to provide a lesson for all motorists, was used in any way to make fun of another person."

Christopher Lao already gave his official statement regarding the issue, he said:

"The past few days have been very disheartening for me and my family. As you know I have been a subject of a viral video that showed my helplessness during a trying moment. As it stands right now, I have several hate pages in Facebook and Twitter with hurtful and derogatory messages attacking my person. The reputation that I built the past years has been besmirched. A bad day has now turned into wounded feelings and sleepless nights for me and my family.

I have been silent the past few days as I want this to go away soon but not before saying sorry and thank you to people who matter.

I would like to apologize for my behavior that was seen on nationwide television and now on the internet. It was unfortunate that I was caught on camera immediately after an overwhelmingly stressful mishap.

I would like to again sincerely thank those who braved the flood to help a distraught stranger like me. Their selfless act reminded me of how dependable Filipinos are in times of crisis.

Lastly, I would like to thank my family, friends and all of those who showed empathy, consideration and support throughout these trying times. You have given me strength and courage to rise above and be a better person."

The Cultural Center of the Philippines (CCP) Art Exhibit entitled "Kulo" is now in hot waters after several Catholic groups said that this is irreligious and blasphemous.

As reported by GMA News, Eric Manalang - President of Pro-life Philippines said,

"By Thursday afternoon, we will file a case if they do not stop the exhibit and if they do not also make amends because stopping is not enough. The damage has been done"

According to local news reports, the controversial art exhibit includes images and statues such as:

1. A wooden replica of male genital in front of Jesus Christ image.
2. An image of Christ wherein his eyes had been darkened by ink.
3. Crucifix with condom.
4. Religious pictures beside women underwear models.
5. Seated Christ statue with red ball on His nose and a semi mickey mouse ears.

A video was forwarded to Commission on Human Rights (CHR) concerning Philippine National Police (PNP) policemen while hazing police trainees in Los Banos, Laguna. According to reports, 15 police were accused of inhuman police training. Eight of them were:

Senator Juan Miguel Zubiri (Senate majority leader) announced through his privilege speech, August 3 2011 (Wednesday) that he will be resigning as duly elected senator of the Philippines. The resignation was made just after his name was connected to "cheating" allegations during the 2007 senatorial elections.

Zubiri said that he resigned not because he is guilty of the cheating accusations but due to the physical and emotional feelings his family is experiencing.

"Lubha na akong nasaktan, kasama ang sakit at hapdi na nadarama ng aking pamilya."

Juan Miguel Zubiri has been the senator of the Philippines from July 14, 2007 up to August 3, 2011.

Second Update: DepEd announced that no suspension of classes today. Classes at all levels in NCR will be resumed August 4, 2011.

Fresh from the suspension of classes which were announced by Department of Education (DepEd) on Wednesday due to heavy rains and floods; students from preschool, elementary, highschool (secondary) and college (tertiary) levels from NCR and other areas are asking if classes will be suspended on August 4, 2011 (Thursday) in different levels.

Quoted from DepEd,

"Superintendents, principals and LGUs may suspend classes if the situation warrants it. Parents can decide whether to send their children to school or not."

As of this writing, the Department of Education (DepEd) is not yet releasing class suspension notices.

Meanwhile, CHED said that the jurisdiction for cancellation of classes on tertiary levels depends on the college or university officials.

Fifth Update: DepEd announced that preschool, elementary and secondary classes in Dagupan and Pangasinan are also suspended.

Fourth Update: All classes in National Capital Region (NCR) will be suspended starting 12 noon, DepED said. This is after PAGASA predicts that a moderate to heavy rainfall will be experienced throughout the day.

"Taal Batangas Municipal Mayor declared suspension of classes in the afternoon due to heavy rains being experienced at the moment."

"Upon consultation w/ the office of Mayor Aldrin San Pedro of Multinlupa, afternoon classes are suspended due to heavy rains."

Second Update: No Class Suspension. As of 4:00 AM, DepEd announced that classes at all levels (private and public) will be resumed today (August 3, 2011) in National Capital Region (NCR). This is after PAGASA predicted that the amount of rainfall today will only be half of yesterday's rain volume.

Update: Class suspension will be announced by DepEd tomorrow, August 3 2011 (4:00 AM).

Students and parents are asking if classes in elementary, secondary (highschool) and college schools on August 3, 2011 (Wednesday) are still suspended due to rains and scattered floods brought about by the Southwest Monsoon.

As of this writing, the Department of Education (DepEd) is not yet announcing any public or private schools or places where preschool, elementary and secondary classes will be suspended.

On August 2 2011 (Tuesday), the Malacanang Palace suspended National Capital Region (NCR) classes and government work due to heavy rains and scattered floods.

Meanwhile, class suspension for college levels (according to CHED) depends on the school or university officials.

3rd Update: Executive Secretary Paquito "Jojo" Ochoa of Malacanang suspended classes and government work in National Capital Region (NCR) starting 1:00 PM, August 2, 2011 due to the heavy rains and floods in many areas in NCR.

Typhoon Kabayan Update: as of 11:00 AM of July 29 2011, PAGASA said that Kabayan has maintained its strength as it moves northwestward. As of 10:00 AM, its is located 810 km East Northeast of Catarman, Northern Samar. Kabayan has maximum sustained winds of of 85 kph near the center and gustiness of up to 100 kph and moving 15 kph northwest.

As predicted by PAGASA, Kabayan on Saturday morning will be at 730 km Northeast of Catarman, Northern Samar, 840 km Northeast of Virac, Catanduanes on Sunday morning while on August 1, 2011 (Monday), Kabayan was 820 km Northeast of Basco, Batanes.

PAGASA is not yet releasing any public storm warning signals in the expected affected areas.

During the typhoon Juaning, some immediately judged the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) for bad or wrong weather forecast. Some said that no heavy rains or strong winds at their areas but PAGASA still gave signal warnings.

On July 25, 2011, during the second SONA of President Noynoy Aquino, he specially mentioned the services being offered by PAGASA. Quoted from the english version of his speech, he said:

"I likewise thank my Cabinet, who have sacrificed their personal comfort to fulfill the national agenda. I give special mention to PAGASA, who now truly delivers reliable advice and warnings during times of calamity."

Typhoon Kabayan Update: After the exit of the typhoon Juaning, another tropical cyclone has entered the Philippines . As of 5:00 PM, July 28 2011, PAGASA said that the tropical depression in the East of Visayas has entered the Philippine Area of Responsibility (PAR) and intensified into a tropical storm and was named "KABAYAN" (with international name MUIFA). It's center as of 4:00 PM is located at 1,000 km East Southeast of Catarman, Northern Samar. Kabayan has a maximum sustained winds of 65 kph near the center and gustiness of up to 80 kph. According to the weather bureau, Kabayan is moving Northwest at 15 kph.

As predicted by PAGASA, Kabayan will be at 790 km East Northeast of Catarman, Northern Samar at Friday afternoon, 710 km Northeast Virac, Catanduanes at Saturday afternoon and 800 km East Northeast of Tuguegarao City on Sunday.

The "Pinoy" (Filipino) dancing "Hey Ya" twin video goes viral in internet streaming and social networking sites. The video has been posted in Youtube by Choynina dated June 20, 2011 but continuously gaining hits from netizens. As of today, July 27, 2011, the dancing twin video has been viewed 2,101,240 times.

According to reports, the US-based twin toddlers (Justin and Jeremy Garcia) are Filipinos. In some of their video, it seems that they are playing a dance synchronicity game with their Wii. Typhoon Juaning Update: As of 5:00 PM, July 27 2011, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) released the tenth severe weather bulletin regarding the status of tropical cyclone Juaning (international name: Nock Ten). According to PAGASA, tropical storm "JUANING" has slightly weakened as it interacted with the rugged terrain of Northern Luzon after it made landfall. The location of the center is now located at 60 km Northeast of Baguio City (as of 4:00 PM). Juaning has maximum winds of 85 kph near the center and gustiness of up to 100 kph. The typhoon is moving northwest at 17 kph. (Suspension of classes for tomorrow July 28, 2011 at different levels is not yet announced by government agencies)

As predicted by PAG-ASA, Juaning will be crossing the Northern Luzon area by Wednesday night, will be at 240 km West Northwest of Loaog City on Thursday afternoon (July 28, 2011) and 520 km west of Basco Batanes by Friday morning (July 29, 2011).

2nd Leg Azkals Versus Kuwait

Rain or shine, the second leg of the World Cup qualifier football clash between Philippine Azkals and Kuwait Al Azraq will be pushed through as scheduled, reports said. The second part of Azkals versus Kuwait will be held at Rizal Stadium and will be aired live at Studio 23 and Balls HD, and Channel 167 (SkyCable) on July 28, 2011, 5:30 PM.

As reported by ABS-CBN, the Local Organizing Committee (LOC) said that despite the typhoon, they will continue the game as long as the field is playable. "Only the referee can stop the game", they added.

Azkals football team is on their continuous practice despite heavy rains. Aly Borromeo, Azkals team captain said that they love practicing under the rain.

Al Azraq scored 3-0 over Azkals during the first leg of the World Cup Qualifier held last July 23, 2011 at Kuwait.

CAR: Only kindergarten classes suspended in Abra today, July 28.

NCR will resume classes today, July 28, except Tonsuya Elementary School in Malabon, classes remain
suspended from kinder to grade 2 only.

Department of Education said that classes in all levels will be resumed in Region 5 today (July 28, 2011) except in Albay.

DepEd Undersecretary Tonisito Umali said that except for Rosario Cavite, suspension of classes in pre-school, elementary and highschool in affected areas will be announced tomorrow July 28, 2011 at 4:00 AM (interview by DZMM).

Mayor Ricafrente of Rosario, Cavite through the Department of Education (DepEd) declared suspension of classes in preschool, elementary and highschool tomorrow (July 28, 2011) because of flooded areas.

Most of the preschool, elementary, highschool/secondary and tertiary classes were suspended on July 27, 2011 (Wednesday) due to the heavy rains brought by typhoon Juaning. Now, the question of students and parents is, "Are classes suspended tomorrow July 28, 2011 (Thursday) at all levels?"

As per guidelines of the Department of Education (DepEd), classes in preschool will be postponed at Signal No. 1 while elementary and secondary classes will be suspended at Signal No. 2.

Typhoon or "Bagyong Juaning" Update: As of 11:00 AM, July 27, 2011 weather update of PAGASA-DOST, tropical storm Juaning with the international code name "Nock-Ten" has slightly intensified before it made landfall over Dinalungan Aurora this morning. The eye of the typhoon was located 40 kilometers southwest of Casiguran, Aurora (as of 10:00 am). (View previous weather update - 5:00 AM)

Juaning has a maximum sustained winds of 95 kilometers per hour near the center and gustiness of up to 120 kph.

On Wednesday morning, Juaning crossed Northern Luzon area. It was predicted that on Thursday (July 27, 2011), the typhoon will be at 160 kilometers West Southwest of Laoag City and on Friday (July 28, 2011), Juaning will be at 600 km west of Basco, Batanes. One of the rock music icons, Ely Buendia of Eraserheads has a circulating issue that he is dead. However, Ely Buendia through his twitter account officially ended this issue and said that this is not true and just purely hoax. As quoted,

"Next time na may magkalat pa na patay na 'ko di na talaga 'ko maniniwala."

According to reports, the spreading death rumors of Ely Buendia started in a wrong grammatical message posted in social networking sites.

"We Love You Ely.. Ely Buendia pass away, at exactly 12:17am july 26, 2011 due to cardiac arrest bcoz of ruptured aneurysm. He arrived critical in St. Lukes, emergency department, E. Rodriguez Ave. QC. After a Gig party for an advertisement of a bottling company. Pls. Pass to all fans."

Juaning (international name: Nock-Ten) landfall in Casiguran, Aurora at 9:00 AM today, reports said. According to weather forecasters in PAG-ASA, the storm will continue to move in Central Luzon and will exit in La Union and Pangasinan area tomorrow (July 28, 2011 - Thursday).

Tyhoon Juaning Update: As of 5:00 AM weather update of the Philippine Atmospheric Geophysical, Astronomical Service Administration (PAG-ASA) dated July 27, 2011 (Wednesday). Typhoon Juaning is at 90 kilometers East of Infanta, Quezon. The Commission on Higher Education through PAGASA-DOST said that the decision for cancellation of tertiary/college classes are dependent on the college/university officials.

According to a DZMM interview, Malacañang suspended classes at all levels (preschool, elementary, secondary and tertiary/college) in the National Capital Region (NCR) upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC). As mentioned, the announcement came from the Presidential Spokesman Edwin Lacierda.

Dimple Bus killed 3 in an accident after it fell off 40 feet below the Skyway at South Luzon Expressway around 11:00 AM dated July 26, 2011. According to reports, Hustol Pampilon (driver), Anthony Abarra from Laguna (passenger) and Lorenzo Gabu from Antipolo (passenger) died on the accident.

Three other casualties were sent to South Superhighway Hospital while the conductor Jonathan Alebar who obtained injuries is currently being treated at Paranaque Medical Center.

Reason behind "bus fall"

The conductor of the Dimple Bus 7511 said that the "strong wind" brought about by the current typhoon was the cause of the accident while a representative from the Highway Patrol Group said that its the "slightly speeding of the bus". To prove this, Skyway through an ABS-CBN report said that they have the actual CCTV video footage of the actual bus fall. However, Skyway is not yet releasing the said video.

8th Update: Polytechnic University of the Philippines (PUP) announced that Luzon-wide campuses classes will be suspended except for their branch at PUP Calauan, Laguna.

DepEd announced that in Dagupan City Division, classes in kindergarten, elementary and secondary will also be suspended.

As posted by DepEd in their Twitter account, "Occidental Mindoro: Classes suspended in kindergarten, elementary and secondary today, July 27."

Earlier, Bulacan State University also suspended their classes in all levels, a report from DZMM.

Governor ER Ejercito of Laguna announced that all classes in Laguna will also be suspended at all levels (via DZMM).

Executive Secretary Atty. Paquito Ochoa Jr. of Malacanang Palace officially announced through Presidential Spokesman Edwin Lacierda that classes in tertiary/college, secondary/highschool and pre-school levels in the National Capital Region (NCR) will be suspended tomorrow, July 27, 2011 (Wednesday) due to the expected rains to be brought by the current typhoon Juaning.

De La Salle University Dasmarinas Cavite also suspended their classes at all levels dated July 27, 2011. The announcement was made through DZMM 5:00 AM (Wednesday).

Mr. Jingo Badillo of De La Salle University Manila also said that office work and classes at all levels will be postponed tomorrow.

Dr. Ester Ogena, President of Philippine Normal University (PNU) also suspended their classes tomorrow. The message was relayed through an interview at DZMM at 11:32 PM tonight.

Sister Veny Casala of Mary Help of Christian Schools, Canlubang Laguna through a text message with DZMM also suspended their classes tomorrow, July 27, 2011.

University of the Philippines (UP) Manila suspended their classes and office works dated July 27, 2011. This is according to a message sent by Chancellor Dr. Ramon L. Arcadio which was announced at DZBB.

College/tertiary class suspension: PAGASA posted that as per protocol, the DOST-PAGASA has recommended the suspension of classes in the tertiary level tomorrow, July 27, 2011 at NCR to the National Risk Reduction and Management Council (NDRRMC/OCD).

In addition to college suspension of classes, PAG-ASA said:

"CHED has devolved the authority to finally decide on class suspension of the tertiary level to the concerned Higher Education Institution Officials."

"Kahit nagrecommend ng suspensyon ang PAGASA-DOST sa NCR, nasa CHED/universities pa rin ang pinal na desisyon" (translation: Even PAGASA-DOST recommended a class suspension to NCR, the final decision still depends on CHED and universities.)

"We are not recommending any suspension of classes in the tertiary level in Central Luzon and Calabarzon area."

In a DZMM interview with DepEd Asst. Secretary Tonisito Umali, preschool, elementary and highschool classes will be officially suspended in NCR, Cavite, Laguna, Batangas, Rizal, Quezon, Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac and Zambales.

Classes in kindergarten are also suspended in Oriental Mindoro, Marinduque and Romblon.

CAR: Kindergarten classes suspended in Abra, Apayao, Kalinga, Ifugao, Mt. Province and Benguet tomorrow, July 27, 2011.

Region 1 will follow automatic suspension guidelines tomorrow depending on the 10pm weather bulletin of PAGASA.

Region 2: No classes in kindergarten only in Isabela, Cagayan, and Nueva Vizcaya.

Batangas City government through a news advisory announced that all classes will be suspended at all levels tomorrow.

Students from elementary, highschool and college are continuously asking if classes will be suspended on July 27, 2011 (Wednesday) at different schools in Luzon and Visayas due to the reported heavy rains to be brought by typhoon Juaning in the next two days.

As of 7:00 PM dated July 26, 2011, Department of Education (DepEd) said that pre-school and elementary classes are automatically suspended to areas with tropical signal storm no. 1 while classes until highschool level will be postponed at signal no. 2.

According to reports, DepEd will release the list of schools with class suspension tomorrow (July 27, 2011) at 10:00 PM today.

The Department of Education set the rules on the suspension of classes to keep parents aware and students danger-free in cases of typhoons and other calamities.

Classes in pre-school level in all public and private schools will be automatically suspended with storm number 1.

Classes in pre-school, elementary and high school in all public and private schools will be automatically suspended with storm signal number 2.

Classes in all levels are automatically suspended with storm signal number 3.

All travel and outdoor activities are cancelled with storm signal number 4.

In the absence of typhoon signal warnings from PAGASA, localized suspension or cancellation of classes in both public and private elementary and secondary schools may be implemented by the school principal.

Likewise, the schools division superintendent shall decide on the suspension of classes if such covers the entire division.

Parents wishing to ascertain whether or not to send their children to school should check for media advisories coming from PAGASA, DepED, Calamity, Disaster and Fire Control (CDFC) groups, Local Disaster Coordinating Council (LDCC) and the Local Governments Units (LGUs).

In the absence of official storm warnings, parents have the ultimate responsibility for determining whether their children should go to school.

The required number of school days for the school year shall be considered especially in holding make-up classes to offset the days when classes are suspended.

Make-up classes shall be held on Saturdays or on weekdays beyond the originally-set school calendar in both public and private schools.

Commission on Higher Education (CHED) said that college classes will be automatically suspended when an area is at storm signal no. 3. Meanwhile, they added that school officials can decide about class suspension.

Magnitude 6.2 Earthquake (July 26, 2011) in Luzon and Manila

A magnitude 6.2 earthquake (PhilVocs) struck different areas of Luzon and Metro Manila on July 26, 2011 (1:15 am). According to USGS record, it was a 5.9 magnitude earthquake.

USGS recorded that the epicenter of the earthquake was 102 km west-northwest of Metro Manila; 24 km northwest of Olongapo City; 54 km west-southwest of Angeles City in Pampanga; and 108 km west-southwest of Cabanatuan City while Philvocs said that its 13 kilometers northwest of Iba, Zambales.

Similar reports mentioned that Clark, Pampanga, Quezon City and Manila felt the Intensity 4 quake. Intensity 2 was felt at Taguig, Mandaluyong, Pasig and Makati area while intensity 2 in Baguio City.

The earthquake dated July 26, 2011 was also felt in Rizal, Pangasinan, Tarlac, Nueva Ecija, Laguna and Cavite.

As of 4 am today, PAGASA reported that the typhoon Juaning is located at 130 kms Northeast Virac, Catanduanes with a maximum sustained winds of 55 kilometers per hour near the center.

NCR – Afternoon classes in preschool, elementary & high school suspended, public and private (per Regional Director Elena Ruiz).

Region 1 – Due to Public Storm Signal No. 1, all classes in preschool (public and private) are automatically suspended in Ilocos Norte, Ilocos Sur, La Union, and Pangasinan.

I stood before you during my inauguration and promised: we would do away with the use of the wang-wang. This one gesture has become the symbol of change, not just in our streets, but even in our collective attitude.

Over the years, the wang-wang had come to symbolize abuse of authority. It was routinely used by public officials to violate traffic laws, inconveniencing ordinary motorists—as if only the time of the powerful few, and no one else’s, mattered. Instead of behaving like public servants, they acted like kings. This privilege was extended to their cronies and patrons, who moved along the streets as if they were aristocracy, indifferent to those who were forced to give way and were left behind. Abusing privilege despite promising to serve—this is the wang-wang mindset; this is the mindset of entitlement.

They had no right to do this. The law authorizes only the President, the Vice President, the Senate President, the Speaker, the Chief Justice, and police vehicles, fire trucks, and ambulances to use sirens in the fulfillment of their official duties—no one else. Yet the flagrant abuse we bore witness to prompts us to ask: if they felt it their privilege to flout the simplest traffic laws, how could we expect them not to help themselves to a share of projects funded by the Filipino people?

Do you want the corrupt held accountable? So do I. Do you want to see the end of wang-wang, both on the streets and in the sense of entitlement that has led to the abuse that we have lived with for so long? So do I. Do you want to give everyone a fair chance to improve their lot in life? So do I.

We have fought against the wang-wang, and our efforts have yielded results. Just this year, the number of Filipinos who experienced hunger has come down. Self-rated hunger has gone down from 20.5% in March to 15.1% this June—equivalent to a million Filipino families who used to go hungry, but who now say they eat properly every day.

As for business, who would have thought that the stock market would reach seven record highs in the past year? At one time, we thought that for the PSE Index to reach 4,000 points would be, at best, a fluke. We now routinely exceed this threshold.

Our once low credit ratings have now been upgraded by Moody’s, Standard and Poors, Fitch, and Japan Credit Ratings Agency—in recognition of our prudent use of funds and creative financial management. These improved credit ratings mean lower interest on our debts. Our innovative fiscal approach has saved taxpayers 23 billion pesos in the first four months of this year. This is enough to cover the 2.3 million conditional cash transfer beneficiaries for the entire year.

Let me remind you: in the nine and a half years before we were elected into office, our credit ratings were upgraded once, and downgraded six times by the different credit ratings agencies. Compare this to the four upgrades we have achieved in the single year we have been in office. This was no small feat, considering that the upgrades came after ratings agencies have grown considerably more conservative in their assessments, especially in the wake of criticism they received after the recent American financial crisis. But while they have downgraded the ratings of other countries, they have upgraded ours, so that we are now just one notch below investment grade. Our economic team is hard at work to sustain the momentum.

And allow me to share more good news from the Department of Energy: having rid the DOE of wang-wang, we have revived the confidence of investors in our energy sector. 140 companies, all ready to participate in the exploration and strengthening of our oil and natural gas resources, can attest to this. Compare this to the last energy contracting round in 2006, which saw the participation of only 35 companies. Just last Friday, a new contract was signed for a power plant to be constructed in the Luzon grid, so that by 2014, our country will have a cheaper, more reliable source of energy.

There is confidence and there is hope; the government is now fulfilling its promises. And I cannot help but remember a woman I spoke with during one of my first house-to-house campaigns. She lamented: “It won’t matter who wins these elections. Nothing will change. I was poor when our leaders campaigned, I am poor now that they are in office, and I will still be poor when they step down.” This is a grievance echoed by many: “Our leaders didn’t care about us then, our leaders don’t care about us now, and our leaders will not care about us tomorrow.”

Given the persistence of the wang-wang attitude, wasn’t their sentiment justified? This was the attitude that allowed helicopters to be bought as if they were brand new, but had in fact already been extensively used. This was the attitude that allowed GOCC officials, like those in the Philippine National Construction Corporation, to pay themselves millions of pesos in bonuses, even as they failed to render decent service and plunged their respective agencies deeper into debt. Before they stepped down from their positions, the former heads of the PNCC gifted themselves with two hundred and thirty-two million pesos. Their franchise had lapsed in 2007; their collections should have been remitted to the national government.

They did not do this, and in fact even took advantage of their positions: the bonuses they allotted to themselves in the first 6 months of 2010 was double the amount of their bonuses from 2005-2009. Yet they had the audacity to award themselves midnight bonuses, when they had already drowned their agencies in debt.

To end the wang-wang culture in government, we employed zero-based budgeting to review programs. For this year and the last, zero-based budgeting has allowed us to end many wasteful programs.

For example, we uncovered and stopped an ill-advised plan to dredge Laguna Lake. We would have borrowed 18.7 billion pesos to remove 12 million cubic meters of silt—which would have re-accumulated within three years, even before the debt could be fully paid. We also uncovered a food-for-school program with no proper targeting of beneficiaries, and other initiatives that were funded without apparent results. All of these were discontinued, and the funds rechanneled to more effective programs.

The budget is the clearest manifestation of the straight path upon which we tread. I say to those who would lead us astray: if you will further disadvantage the poor, do not even think about it. If all you would do is to fill your own pockets, do not even think about it. If it is not for the benefit of the Filipino people, do not even think about it.

I wish we could say that we had completely eliminated the wang-wang attitude, but in some parts of our consciousness, it still persists.

It still exists in the private sector. According to the BIR, we have around 1.7 million self-employed and professional taxpayers: lawyers, doctors, businessmen who paid a total of 9.8 billion pesos in 2010. This means that each of them paid only an average of 5,783 pesos in income tax—and if this is true, then they each must have earned only 8,500 pesos a month, which is below the minimum wage. I find this hard to believe.

Today we can see that our taxes are going where they should, and therefore there is no reason not to pay the proper taxes. I say to you: it’s not just the government, but our fellow citizens, who are cheated out of the benefits that these taxes would have provided.

We are holding accountable—and we will continue to hold accountable—those who practice this culture of entitlement in all government offices, as there are still some who think they can get away with it. A district in Region 4B, for example, began a project worth 300 million pesos, well beyond the 50 million pesos that district engineers can sign off on their own. But they could not leave such a potentially large payday alone.

So they cut the project up into components that would not breach the 50 million peso limit that would have required them to seek clearance from the regional and central offices. They tried to keep this system going. And often, since lump-sum funding was being used for the projects, no questions were asked about the plans or project details. They could have been spinning webs and they would have still been given the funds, so long as they knew someone in power.

Secretary Babes Singson did not let them get away with this. He removed the district engineer from his post, and suspended the awarding of the project in an effort to uncover other anomalies that may have happened. A thorough investigation of all those involved in the case is underway; we will blacklist all contractors proven to have engaged in foul play.

Because the project had to be delayed, Filipinos who would have otherwise benefited from them are still made to face unnecessary inconveniences.

These anomalies are not limited to Region 4B. We are putting an end to them. We are eliminating the patronage politics that had been prevalent in DPWH, and replacing it with a culture in which merit prevails. All projects must have work programs; we will require those involved in projects to submit well thought out plans for consideration, so that each project complements the other. We have also instituted an honest and transparent bidding process to provide equal opportunity to interested contractors.

Because of this, we have already saved 2.5 billion pesos, and expect to save 6 to 7 billion by the end of this year. The most important thing, however, is that now, we can count on well-paved roads—as opposed to the fragile pothole-ridden paths that our people had grown used to. Once, we believed that the system in the DPWH was impossible to fix; but look—it’s possible, and we’re fixing it.

Even in agriculture, the culture of wang-wang once persisted. Before we came into office in 2010, the Philippines imported 2.3 million metric tons of rice, which was already a million metric tons more than the 1.3 million that we needed. We even had to pay extra for warehouses to store the rice acquired through excessive importation.

How many years have we been over-importing rice? Many Filipinos thought that there was nothing we could do about it.

We proved them wrong in the span of a year. What was once an estimated yearly shortage of 1.3 million metric tons is down to 660,000—that’s almost half of the original amount. Even with our buffer of 200,000 metric tons as contingency against natural calamities, it is still significantly less than what was once the norm.

Our success in this sector was not brought about by mere luck. This is simply the result of doing things right: using the most effective types of seedlings, and careful and efficient spending on irrigation. In the past year, we irrigated an additional 11,611 hectares of fields, not to mention the near 212,000 hectares of land we were able to rehabilitate. The result: a 15.6 percent increase in rice production.

We envision two things: first, an end to over-importation that only serves to benefit the selfish few. Second: we want rice self-sufficiency—that the rice served on every Filipino’s dinner table is planted here, harvested here, and purchased here.

Let us look back on the situations of many of our policemen a year ago. The average salary of a common PO1 in Metro Manila is around 13,000 pesos. Around 4,000 pesos or about a third of their salaries goes directly to paying the rent. Another third goes to food, and the final third is all that is left for electricity and water bills, commuting, tuition fees, medicine, and everything else. Ideally, their salaries match their expenses—but this is not always the case. Those whose salaries are not enough would probably resort to taking out some loans. What happens when the interest piles up and they end up having to spend even more of their salaries? Will they still be able to do the right thing when tempted with an opportunity to make a quick buck?

This is why, this July, we have followed through on the housing promise we made in February. We were able to award 4,000 Certificates of Entitlement to Lot Allocation. This is only the first batch of the 21,800 houses we will have constructed by the end of the year. Awarding our men in uniform these houses will turn their 4,000 peso rent expense into an initial 200 peso per month payment for a house that is all theirs. The cash they once paid for rent can now be used for other needs.

I hear that there are still more than a thousand houses left, so for our policemen and our soldiers who have not yet submitted their papers, this is the last call for this batch of houses. But do not worry, because this housing program will continue next year, covering even more people and more regions. The NHA is already preparing the sites for housing projects in Visayas and Mindanao, with an expanded list of beneficiaries that will also include employees of the Bureau of Jail Management and Penology and of the Bureau of Fire Protection.

Speaking of security, does enhanced security not also enhance our national pride? There was a time when we couldn’t appropriately respond to threats in our own backyard. Now, our message to the world is clear: What is ours is ours; setting foot on Recto Bank is no different from setting foot on Recto Avenue.

At times I wonder if the stories about some of our past stand-offs are true—that when cannons were aimed at our marines, they could only reciprocate by cutting down a coconut tree, painting it black, and aiming it back. True or not, that time is over. Soon, we will be seeing capability upgrades and the modernization of the equipment of our armed forces. At this very moment, our very first Hamilton Class Cutter is on its way to our shores. We may acquire more vessels in the future—these, in addition to helicopters and patrol crafts, and the weapons that the AFP, PNP, and DOJ will buy in bulk to get a significant discount. This goes to show how far we can go with good governance; we can buy equipment at good prices, without having to place envelopes in anyone’s pockets.

We do not wish to increase tensions with anyone, but we must let the world know that we are ready to protect what is ours. We are also studying the possibility of elevating the case on the West Philippine Sea to the International Tribunal for the Law of the Sea, to make certain that all involved nations approach the dispute with calm and forbearance.

Our efforts to enhance the capabilities of our men and women in uniform are already succeeding. In the first six months of 2010, we had 1,010 cases of car and motorcycle theft. Compare that to the 460 cases in the first six months of 2011. Unfortunately, it is the one or two high-profile cases that make the headlines, and not the bigger picture—the fact that there is a large drop in car and motorcycle thefts, and that we have returned a higher percentage of stolen cars to their rightful owners.

And here is another example of positive change in law enforcement. The Anti-Trafficking in Persons Act was signed in 2003. Unfortunately, because the government did not properly implement it, only 29 individuals were convicted in a period of seven years. In just one year, we have breached that amount, convicting 31 human traffickers. Perhaps, this is the “sea change” that US Secretary of State Hillary Clinton was referring to; and because of this change, the Philippines has been taken off the Tier 2 Watchlist of their Trafficking in Persons Report. If we had not been removed from this watchlist, the assistance we have been receiving from the Millennium Challenge Corporation, among others, would have been jeopardized.

Allow me to talk about jobs now. Our foremost pledge to the Filipino people was to create more jobs, and we have delivered. In April 2010, the unemployment rate was at 8%; in April 2011, it was at 7.2%.

To put things into perspective: We must all remember that the ranks of the unemployed represent a moving target. Every year, thousands of fresh graduates join the ranks of job hunters. Last year, the number of unemployed Filipinos in our labor force grew after many of our countrymen who earned a temporary living from election-related jobs—the people assigned to hanging buntings, the people tasked with clearing a path for politicians in crowds of people, the drivers, and other campaign staff—were laid off. But, despite all this, our results make our success evident: one million and four hundred thousand jobs were created last year.

Before, our foremost ambition was to work in another country. Now, the Filipino can take his pick. As long as he pursues his dreams with determination and diligence, he can realize them.
The number of jobs generated in our country can only grow from here. According to the Philjobnet website, every month there are 50,000 jobs that are not filled because the knowledge and skills of job seekers do not match the needs of the companies. We will not allow this opportunity to go to waste; at this very moment, DOLE, CHED, TESDA, and DepEd are working together to address this issue. Curricula will be reviewed and analyzed to better direct them to industries that are in need of workers, and students will be guided so that they may choose courses that will arm them with the skills apt for vacant jobs.

Despite the demand for these jobs, there are still people who are being left behind. What do we do with them? First, we identified the poorest of the poor, and invested in them, because people are our greatest resource. Of the two million families registered with the Pantawid Pamilyang Pilipino Program, 1.6 million are already receiving their conditional cash transfers. Through the initiative and leadership of Secretary Dinky Soliman, we have been able to give much needed assistance to an average of more than 100,000 families per month. I am optimistic that we will reach our target of 1.3 million additional beneficiaries this year. With a compliance rate of 92%, millions of mothers are already getting regular check-ups at public health centers, millions of babies are being vaccinated against common diseases, and millions of school-aged children are now attending classes.

With these significant early results, I am counting on the support of the Filipino people and Congress to expand our Pantawid Pamilyang Pilipino Program. Before the end of 2012, we want to invest in the future of 3 million poor families.

We are giving these poor families a chance to improve their lives, because their progress will be the country’s progress. How can they buy products and services from businesses if they do not have a proper income? When a poor father turns to crime in order to feed his family, who would he victimize, if not us? When people cannot properly take care of themselves and fall ill, do we not run the risk of getting sick as well?

We are laying down the foundations for a brighter future for the poor. For example, in the health sector: PhilHealth beneficiaries increased during elections, as the agency was used as a tool for dispensing political patronage. Today, we identify beneficiaries through the National Household Targeting System, to make sure that the 5.2 million Filipino families who benefit from PhilHealth are those who really need it.

Let us turn our attention to the Autonomous Region of Muslim Mindanao. The politics there have been dominated by horse-trading and transactional politics. During national elections, whoever is in power in ARMM is free to manipulate the electoral machinery in his region, ensuring that non-allies do not get votes. That Mayor or Governor then demands payment for his services come the ARMM election; and it is the administration’s turn to manipulate the electoral machinery to secure the win of their candidate.

According to the Commission on Audit, in the office of the regional governor of ARMM, eighty percent of the funds disbursed were for cash advances that cannot be justified. If those funds had not gone to waste, a child could have gone to school. Instead, we built ghost bridges to reach ghost schools where only ghost teachers went to work.

We want ARMM to experience the benefits of good governance. And so, the solution: Synchronization—candidates in ARMM will run at the same time as candidates in other parts of the country. There would be less opportunity for them to employ command votes for political patrons. The result would be fairer elections. Thank you to Congress for passing the law synchronizing ARMM with the national elections.

And why do we need to postpone the elections? Because, in their desire to return to or retain power, many are prepared to engage in corrupt practices just to win again. Imagine if we had listened to the critics, and allowed the election to proceed under these circumstances. We would have perpetuated the endless cycle of electoral fraud and official abuse that has led ARMM to become one of the poorest regions in the country.

I do not doubt that the reforms we are putting in place will yield concrete results. When we talk about the straight and righteous path, we talk about that new road that was built in Barangay Bagumbayan in Sta. Maria, Laguna. When we say clean government, we are talking about the clean water that residents in Barangay Poblacion in Ferrol, Romblon now enjoy.

When we refer to the light of change, we also refer to the electricity that now powers light bulbs in Barangay San Marcos in Bunawan, Agusan del Sur. This is happening in many other places, and we will make it happen everywhere in our country.

Government agencies are now focused on realizing this; they are working together to creatively solve the problems that have long plagued our country.

Have we not had flooding problems, which we know are caused by the incessant and illegal cutting down of trees? The old solution: A tree-planting photo opportunity, whose sole beneficiaries are politicians who want to look good. They plant trees, but they do not ensure that the trees would remain standing after they leave.

One of the possible solutions we are studying is to make the stewardship of these trees beneficial to communities. They will be given coffee and cacao seeds to plant. While they wait for harvest, they will receive stipends for safeguarding the trees planted to mitigate flooding. We are looking at informal settlers, who are currently crammed into our cities, as possible beneficiaries of this program. We will be investing in the people, even as we invest in the environment.

Who could have thought that little over a year ago, we could accomplish this? Today, we dream; one day soon, these dreams will be a reality.

This same creativity is in display with the innovations that are already being implemented. We have developed low-cost traps that kill mosquito larvae, probably contributing to the nearly fourteen percent decrease in dengue incidents; coconut coir fibers that are normally just disposed of have been used as a cost-effective way to strengthen our roads; we have landslide sensors that warn when soil erosion has reached dangerous levels; we have developed early flood warning systems for riverside communities. All of these are products of Filipino creativity.

DOST and UP have even teamed up to develop a prototype monorail system, which could potentially provide a home grown mass transport solution that would cost us as little as 100 million pesos per kilometer, much cheaper than the current cost of similar mass transit systems. The potential savings could result in more kilometers of cheap transport, decongesting our urban centers and allowing rural communities easier access to centers of commerce and industry.

Let me reiterate: These proposals were developed by Filipinos for Filipinos. Do you remember the time when we were unable to even dream of these kinds of projects? I am telling you now: We can dream about them, we are capable of achieving them, and we will achieve them. Isn’t it great to be a Filipino living in these times?

All of these things we are doing will be wasted if we do not do something to end the culture of corruption.

To my colleagues in public service, from those at the top and to every corner of the bureaucracy: Do we not feel the pride that working in government now brings? That, now, we are proud to be identified as workers in government? Will we waste this honor?

I call on our Local Government Units: Those of you who are in the best position to understand the needs of your constituents can expect greater freedom and empowerment. But we trust that in providing for your communities, you will remain committed to the straight path, and will not lose sight of the interest of the whole nation.

For instance, there are some municipalities that want to tax the electricity transmission lines that run through their jurisdictions. Although this will augment local coffers, the rest of the Filipino people will have to deal with higher electricity rates. Let us try to balance the interests of our constituencies with that of the nation as a whole.

It is imperative that our programs remain in sync, because the progress of the entire country will also redound to progress for your communities. Let us do away with forward planning that only looks as far as the next election, and think of the long-term national good.

Ultimately, we have to unite and work together towards this progress. I thank the Congress for passing laws regarding GOCC Governance, ARMM Synchronization, Lifeline Electricity Rates Extension, Joint Congressional Power Commission Extension, Children and Infants’ Mandatory Immunization, and Women Night Workers.

Last year, Congress demonstrated their support by approving the budget even before the year ended. The timely passage of the budget allowed projects to be implemented more quickly. Tomorrow we will deliver to Congress our budget proposal for 2012. I look forward once again to its early passage so that we can build on our current momentum.

We have already made progress, but we must remember: This is only the beginning, and there is much left for us to do. Allow me to present to Congress some of the measures that will bring us closer to the fulfillment of our pledge to the nation.

We aim to give due compensation to the victims of Martial Law; to grant our house help the salaries and benefits that they deserve; and to improve the system that awards pensions to our retired soldiers. We likewise support the expansion of the scope of scholarships granted by DOST to outstanding yet underprivileged students; the advancement of universal quality healthcare; the responsible management of the environment; and the formation of facilities that will ensure the safety of our citizens during times of great need and calamity.

Our agenda also includes the development of BuCor, NBI, NEA, and PTV 4, so that, instead of lagging behind the times, they will better fulfill their mandate of public service.

Not everything we want to do will be explained today, but I invite you to read the budget message, which contains a more comprehensive plan for the coming year.

Some of my critics say that I take this campaign against corruption personally. It’s true: doing what’s right is personal. Making people accountable—whoever they may be—is personal. It should be personal for all of us, because we have all been victimized by corruption.

What is wrong remains wrong, regardless of how long it has been allowed to persist. We cannot simply let it pass. If we ignore the crimes of the past, they will continue to haunt us. And if we do not hold people accountable, then they will do it again and again.

The truth is, we have uncovered so many anomalies. In PAGCOR, the previous management apparently spent one billion pesos on coffee alone. At one hundred pesos per cup, that would be ten million cups of coffee over the last several years. Where did all that coffee go? Who drank it? Perhaps we can find the people who consumed all that coffee and ask if they have been able to sleep in the last few years.

When the new Ombudsman, former Supreme Court Justice Conchita Carpio-Morales, takes office, we will have an honest-to-goodness anti-corruption office, not one that condones the corruption and abuses in government. I expect that this year, we will have filed our first major case against the corrupt and their accomplices. And these will be real cases, with strong evidence and clear testimonies, which will lead to the punishment of the guilty.

We are aware that the attainment of true justice does not end in the filing of cases, but in the conviction of criminals. I have utmost confidence that the DOJ is fulfilling its crucial role in jailing offenders, especially in cases regarding tax evasion, drug trafficking, human trafficking, smuggling, graft and corruption, and extrajudicial killings.

We are not leaving anything to chance; good governance yields positive results. Think about it: We have realized our promise of providing the public with the services that it needs and implementing programs to help the poor without having to raise our taxes.

This has always been the plan: to level the playing field; to stop the abuse of authority; and to ensure that the benefits of growth are available to the greatest number.

We have put an end to the culture of entitlement, to wang-wang: along our roads, in government, in our society as a whole. This will bring confidence that will attract business; this will also ensure that the people’s money is put in its rightful place: Funding for infrastructure that will secure the sustained growth of the economy, which will then give rise to jobs, and public service that guarantees that no one will be left behind.

More opportunities for livelihood will be opened by tourism; the strengthening of our agriculture sector will ensure that every Filipino will have food on his table. We will invest on those who were once neglected. All this will create a cycle wherein all available jobs are filled, and where businesses flourish through the empowerment of their consumers.

I am aware that, until now, there are still a few who complain about our style of governance. But you have seen our style, and its ensuing results. You have seen their style, and, especially, where that took us. Anyone with their eyes open can clearly see which is right.

We are steering our government in a clear direction. A country where opportunity is available; where those in need are helped; where everyone’s sacrifices are rewarded; and where those who do wrong are held accountable.

I remember a woman warning me during the campaign: “Noy, be careful, you will be stepping on many toes”.

Sometimes, I do worry about what I am doing. But I am heartened because you are with me, and we stand on the side of what is right.

I thank the priests and bishops who have continued to dialogue with us, like Cardinals Rosales and Vidal. Cardinal Rosales and I may not be the closest of friends, but I believe that he did all that he could to reduce the tensions between the church and the government.

The election of Archbishop Palma, defender of human rights and of the environment, as head of the CBCP only bolsters my confidence that the state and the clergy will be able to engage each other in a positive manner. I likewise thank my Cabinet members, who have sacrificed their personal comfort to fulfill the national agenda. I give special mention to PAGASA, who now truly delivers reliable advice and warnings during times of calamity.

And to those who may resist the change we are trying to bring about, this I say to you: I know what I must do, and my personal interests are nothing when compared to the interests of the nation. There are many of us who want what is right for this country; and there are more of us than you. To those of you who would turn back the tide of reform: you will not succeed.

To those who have chosen to tread the straight and righteous path alongside us: it is you who created this change, and it is you who will bequeath our success to your children. To the jeepney driver plying his route; to the teachers and students coming home from class; to the artists whose work inspires our sense of nationhood; to our policemen, our soldiers, our street sweepers, and our firemen; to you who work with honor, in the Philippines, in the oceans, or in other countries; our colleagues in government who stand steadfast with us, whatever province you come from, whatever party you belong to; every Filipino listening to me now—you made this happen.

You created a government that truly works for you. We still have five years left to ensure that we will not return to what once was. We will not be derailed, especially now that what we have begun has yielded so many positive results.

If you see a loophole in the system, do not take advantage of it. Let us not acquire through patronage what we can acquire through hard work. No more cheating, no more taking advantage of others, no more one-upmanship—because in the end we will all realize our shared aspirations.

Let us end the culture of negativism; let us uplift our fellow Filipinos at every opportunity. Why are there people who enjoy finding fault in our country, who find it so hard—as though it were a sin—to say something nice? Can we even remember the last time we praised a fellow Filipino?

Let us stop pulling our fellow man down. Let us put an end to our crab mentality. Let us make the effort to recognize the good that is being done.

If you see something right, do not think twice—praise it. If you see a policeman directing traffic, coatless beneath the rain—go to him and say, “Thank you.”

If you fall sick, and you see your nurse caring for you, when she could easily be treating foreigners for a higher salary—say, “Thank you.”

Before you leave school for home, approach your teacher who chose to invest in your future—say, “Thank you.”

If you chance upon your local leader on a road that was once riddled with holes, but is now smooth and sturdy—go to him and say, “Thank you, for the change you have brought.”

And so, to the Filipino nation, my Bosses who have steered us toward this day: Thank you very much for the change that is now upon us.

The Philippines and the Filipino people are, finally, truly alive.

Just like political tycoons who attended the affair, everyone has their own interpretation and reactions on the lack or completeness of President Aquino's speech. We cannot put fix pessimistic, optimistic or concrete reactions regarding this because we have lot of differences. Just one piece of advice from a quote by Ben Sweetland,

"We cannot hold a torch to light another's path without brightening our own."

President Benigno "Noynoy" Aquino III had his successful and peaceful second State of the Nation Address (SONA) at the Batasan Pambansa in Quezon City on July 25, 2011. An event which was attended by the most prominent Philippine personalities in entertainment, business and political sectors.

SONA is an annual event when the current President is iterating the achievements and plans during his/her reign. Based on the script of Pnoy's speech, he tackled more about the elimination of "wang-wang" or corrupt in different government agencies. He boasted the economic high index in the stock market, the hundred thousand jobs available for unemployed filipinos and indirectly mentioned about the claims of Philippines.

In his SONA, he also presented the former Supreme Court Justice Conchita Carpio-Morales to be the new Ombudsman in replacement to Merceditas Gutierrez.

The former President Gloria Macapagal Arroyo was rushed to St. Lukes Medical City Hospital - Taguig on July 25, 2011 (Monday) due to a not yet identified health reason.

According to reports, Gloria Arroyo attended the opening session of Noynoy Aquino III second SONA but did not attend on the State of the Nation Address in the afternoon.

Based on ABS-CBN reports, Arroyo was hospitalized before 6:00 PM.
